You have a serious problem.  You created a an account which is not your country.  I don't expect you will be able to provide sufficient identity information to change anything.  You violated PayPal polcies.  I don't believe PayPal even works in Turkey.

You could try to contact PayPal customer service; that's the only place you can get help.
