well i have money in my acc, i linked a prepaid card and im trying to purchase smthing form Riot Games and it just says
Sorry, we can’t complete your purchase at this time
Please return to the merchant and choose another way to pay.
OR
This payment cannot be completed and your account has not been charged. Please contact your merchant for more information.
Return to merchant and try a different payment method
We are not able to process your payment using your PayPal account at this time. Please return to the merchant's website and try using a different payment method (if available).

Is your account "verified" ??    Although you have funds in your account balance and you have a prepaid card linked, there can be other reasons.  If your account is "unverified", there are limits on sending, receiving and withdraws.  Additionally, if your prepaid card does not have a name and address registerd with the card issuer or if the name and address is different from the name and address on your PayPal account, that can be an issue.  Cards can be used as backup funding sources however, if PayPal can't validate the card, you can run into road blocks.

I'm having the same issue, but with PayPal credit.  It's beind denied by PayPal before it even hits the credit card company. Pretty upsetting.

I've made other purchases. I went back into my account and renewed the card (the same card). I received a message that all was fine, but at the point of purchase I was blocked.

I'm sorry to hear about the trouble you've had recently with your account. Payments can often be blocked or declined if PayPal detects any unusual or suspicious activity. PayPal declines some payments to help protect you from any possible fraudulent activity. If you've verified all your transaction activity and don't see anything suspicious, you can try to complete the payment again.

I have both my card and my bank account listed. This has just recently happened.
