I am trying to request money from a friend who is loaning it to me and I don't see the request from friends and family option anywhere.  I don't want to use the option in which I have to pay a fee.  Can someone please help me?

Unless you have a friends / family paypal.me link then you can't 'request' funds for a personal transaction.

You need to give her your paypal email address and then she goes to send money > selects the family / friends option > puts in your paypal email address (and treble checks its correct) > then as long as she funds it from funds in her paypal balance OR bank account and NOT a credit card then there is no fee.

You send the request - the receiver will get it and will have the option to choose Friends and Family or Goods and Services on their end.  You may want to contact the receiver ahead of time to let them know what option to pick.

Note, as a second option, you can also setup up a PayPal.ME account and then you can simple share the link with your friend.  You can configure the link ahead of time for either Friends and Family or Goods and Services.  Make sure that the PayPal.ME link name you pick is exactly what you want as you cannot edit or change the name after you create it (just a heads up).

Correction - don't use the Request Money from your account as there is a fee (woops - read the wrong thing).   You can simply provide your email address to the other person and they can use the send money feature.
