Only if the restaurant accepts PayPal.  You need to ask the restaurant.

Restaurants will generally accept debit and creit cards.

Depends on whether the restaurant accepts PayPal for payment.  Or get a PayPal Business Debit MasterCard so you can pay with your PayPal balance.
