PayPal free return shipping - Telus international

My PayPal free return shipping was approved by Telus and they advised that they would make payment within 5 business days (advised on 27 May 2016). They did not. I then followed this up with them and they said it would be another 5 days...but still nil payment. Telus then said they had a backlog and the payment would appear in another week!
It is now 15 June and still nil payment on an approved return shipping. Has anyone else experienced this problem? Have they experienced a delay?
I'm wondering if Telus is doing a dodgy scam here?

I have provided Telus International with everything that I was required to provide (according to Paypal). They just keep sending me emails saying they need more info and more screen shots. Feels like I am going round in circles. I emailed them and told them they are scammers and that I was going to report them to Paypal. I wonder if they have ever refunded anyone yet? I'm sure they keep asking for more stuff so that the poor person trying to get a legitimate refund just gives up. I'm over it!!!!!!!!!! Paypal: your promise to refund return freight costs is nothing but a lie.
