When withdraw to debit card VISA Paypal reduce 1$ from each registered card in the system

I maked the withdraw to one debit card VISA from two registered in Paypal

The Paypal reduced each card with 1$, but I indicate withdraw to only one card (that been selected).

Paypal get the fees for transaction and + 1$ from each registered card in system.

Is this a right?
