Cannot sign up for Paypal credit

Today I submitted my application for paypal credit, but was denied and told me that the reason would be emailed to me shortly. After checking my inbox, I followed the links to a separate paypal credit page that asked me to include my personal income. It also had boxes for billing, birthday, and SSN, but I couldn't modify any of these boxes. M
My SSN box was empty and I can't edit it on the paypal application (I've tried across multiple browsers) and no matter how many times I update my paypal account, the SSN won't show up. Because I already applied once, my name is already on file and I have to refer back to this one link every time, which again, won't let me enter my SSN info.
How can I circumvent this issue? I can't apply for credit until I bypass this application page and I called customer service who only asked me to try new browsers.

You can't circumvent security issues.
What were the specific stated reasons for denial?
Was there a statement that you could submit new information and then apply again?
What SSN is linked to your PayPal account? Is your birthday correct on your PayPal account? Has your bank account been verified wih PayPal? Is your current address correct with PayPa?
It seems like you have a lot of issues to resolve. It may be best to phone PayPal customer service if you don't understand the meaning of the denial email.

The reason for denial, as copied from the message, was "Federal law and regulations require us to collect additional information to complete the application process. Please visit our website at Click here and be sure that you have the Reference Number provided above handy"
Once I hit the link it transfers me to the application where I can't edit any box EXCEPT for the yearly annual income. Whenever I apply again, I receive an email claiming that my application has already been received before and to refer back to the first email.
Simply put, I'm not being allowed to apply because the page won't let me enter in a value in the SSN box. Page glitch? My paypal account itself has the correct billing, address, birthday, and SSN info already logged in.
Is there perhaps a way to cancel my application altogether? When I hit cancel on the application page, it doesn't resend a new email as it did the first time, it says that my first application was already received so I'm stuck in a loop. Customer service, again, only told me to try new browsers but that's not the issue.

Just put in the yearly income and see if it'll take. You said you already filled out the application. And your account has your SSN and other info already.

I wil just apply for credit elsewhere,even if you get approved,they may not let you use it,search this board,it has happened to other applicants.
