Foreign transactions and Paypal credit

I use the firm From Japan Limited frequently and I would like to be able to use Paypal Credit for payments and purchases. They accept Paypal and I have used them for years with no problems. Why do I not have the option of using Paypal Credit ? I would probably use them more if I had the credit option.

PayPal uses undisclosed security models to determine when PayPal Credit is offered. You will first need the best credit score and financial statement available. Your PayPal Credit history needs to pass the security controls. The seller history and financial situation is considered, along wtih the product.
You could phone PayPal for more infomration, but their security controls will not be exposed.
When the product and timing are right PalPal Credit will be offered--quite unpredictably.
