Pay Later-How does this work

Pay Later is my preferred method however is this an automatic or is it something I need to select at the payment page? And if it's not an option does that mean that vendor does not accept it? I get conflicting answers from PayPal.

PAD is offered by paypal, when its offered you can use it and when it is not you can't.
Nothing to do with the seller as they get credited the funds instantly, all it means is that paypal wait a bit longer before debiting your bank account.
No seller would send an item without being paid first.
Personally i would not bother with it as you get no more buyer protection, i fund my paypal payments via a credit card that does give me more protection.

Do you know what PayPal uses to determine if its offered or not? Iver ordered from the same company and 2 out of 4 times it was an option.

Nothing to do with company I think.
As it means paypal don't get paid for a later time I guess they vary it dependent on finances.
