Use Business Debit with no PayPal balance?

I have a bank account linked to my paypal Business debit card as a back up source. This should allow me to use the card with a zero PayPal balance but it's not working that way. I tried it with a transaction today and it was declined. Is there another step I need to take, or a setting I need to change to allow the transaction? Thanks.

A PayPal debit card is for funds that exist IN your PayPal balance--only.
If you want funds to be taken from your backup account, then start by using your PayPal balance directly; when insufficient, funds should then be taken from your backup funding.

If this is true, then PP needs to stop promoting the "ability to pay with Zero balance" as a feature. I don't mind to transfer money into my account but it takes so long to complete.

Click on the PayPal Debit MasterCard link on your summary page to set a back up funding source for the card specifically in case your PayPal balance is empty or does not have enough to cover your purchase. Then your PP MC debit card won't be declined.
The backup funding source for the PP MC Debit card settings are separate from the backing sources setting of you PayPal account.

Is that really correct that the PayPal Debit card can act like a credit card when there are no real funds available. I was under the assumption that a debit card was only for available funds in an account, so the PayPal debit card woldn't work as a backup funding source since the only real funding was the PayPal account. Am I incorrect in my thinking?

You're half right, in that it only takes money from your PayPal balance. It will decline if not enough is in PPB however, you can set up its own backup funding source as I mentioned in the post above.

Thanks, I missed the last paragrah, and now I read the successive explanations. I never had a PP debit card so I didn't know that separate backup funding could be established. Thanks for the information.
For me, it's just credit cards as I enjoy borowoing someone else's money to make purchases and then pay later.

It is not a credit card as the fund comes from you,not your cc issuer-your paypal fund and you bank backup .
But if you go to the store and enter the card as a credit card,Paypal will give you a 1% rebate,as Paypal gets a fee from the store probably 2-3% and wants to give you 1% since it is your money you are spending,not theirs.
The reason why your debit card is declined,many users are having this problem,may be they should all look into the option of specifying bank backup when using debit card.
I never have a problem using my PAYPAL debit card as a credit card,but I have not used it recently.
Paypal will tell you how much cash rebate you have earning via email and deposit in your Paypal account
(note AMZN would not accept it as a credit card,it recognises it is a debit card)
