I know it's possible to get my Available Credit INCREASED, but that's not what I'm asking. I've tried messaging PayPal, but they just keep sending me automated responses about that, and a really need an answer.
I have $500 in Available Credit. I've spent some of it. Will what I've spent ever be restored?

I have the same issue. After calling PayPal credit told me they have some kind of issue with their refund processing. They forwarded my account over to their ticket team or something and assured me it would be fixed by next week.
However, I had a refund that was done September 11 and literally reflected my PayPal credit after 24 hours. My other refund was completed September 5, but it still has yet to reflect my paypal credit.. So I'm pretty confused on how their process works. They failed to even email me back.

There is no way to know in advance if you will have your available credit balance restored. PayPal will evaluate your PayPal Credit creditworthiness to determine if you deserve the same or increased limit. It will depend on your other credit accounts and your credit score. It will depend on how you make your payments.
All you can do is maintain a very high credit score, a very low debt to available credit on all your credit cards, no late fees for any bill payments, and other factors for good credit.

I don't really understand. I'm not asking about an increase. I just want to know if the Available Credit ever returns once it has been spent.

It will return, but sometimes takes longer than expected. That's PayPal for you ¯\_(ツ)_/¯. When sending it's fast and anything else is just slow as usual.

Same answer. No way to know. That was the reason for the entire explanation. It depends on your financial and credit circumstances.

Can you point to where this documented? I have reviewed every document related to PPC and found nothing about reductions in credit limits ... not even after late payments. Increased minimum payments, yes. Reduced credit limits, no.

The PayPal Credit agreemen is quite long and has a lot of details which need to be review very carefully in the context of how it is offered and which party to the agreement has the most protection. It is also important to understand the legal ramifications of what is and what isn't specifically disclosed.
There is NO place in the agreement which promises available credit or promotional credit unconditionally. This means that credit availability is NOT guaranteed. Rights to offer credit are all weighted to PayPal Credit.
Also of note is that when accepting PayPal Credit you accept to not participate in a class action suit.
There are some specific clauses also:
"We may increase, decrease or change your Credit Line at any time. We will notify you if we do so.
From time to time, we may review your Account to ensure that payments and transactions posting to your Account are valid and not fraudulent and that good funds are collected for payments. In doing so, we may temporarily limit your ability to utilize the total credit available to borrow until the Account review is completed and/or transactions and payments are confirmed to be valid and fully collected."
