just approved for credit card unable to buy

I tried to use it to make a payment but vendor rejects it and Pay Pal has put a hold on it. What can I do? This is not waiting for a seller. It is a credit line. Thanks for anything you can advise.

It takes them a while to get your card to you.Until then you don't know what your card number is. You can use it to buy through PayPal, I found. Have you been able to?
