Can I continue making and receiving payments while a NOT RECEIVED dispute case is open?

Can I continue to use my Paypal account to make and receive payments if I have a NOT RECEIVED dispute case open on my account? I currently have an open case which will likely go in my favor since I have US Postal Service tracking confirmation information that proves delivery of the disputed item was made on time/as planned.

Unfortunally not, if you have an open dispute, you're kind of stuck until it's resolved.
