Does Paypal Have Email/Online Customer Service? Refund Canceled by Paypal - Rep Calls it a Glitch

I am mostly deaf and have a hard time communicating on the phone so in situations where I absolutely have to call (like ebay resolution) I have to use an IP Relay, which can present it's own set of frustrations. Does anyone know of a way to reach out to Paypal online?
I tried using their Message Center in my account but I just got a copy/pasted response to generate a onetime passcode and call to resolve the problem.
The problem I called about is an INR from Ebay. I bought an expensive camera in November, the seller never shipped so I opened an Item Not Received. In December ebay decided in my favor and a refund was initiated. But it was refunded as an echeck, the echeck didn't clear and the refund stayed pending for a week then Paypal canceled it, there was a strike through the amount and it said "refund - canceled"
So over the next few weeks I was in touch with Ebay, they followed up and said they would resubmit and it would clear in 24-48hrs. That never happened so they finally told me to get in touch with Paypal instead because it was an issue on their end.
Since I couldn't get assistance online I used the IP Relay System to call Paypal today and the rep acted utterly confused about the whole situation but after a bunch of research into my account he finally comes back and says 'there was like a bug, a glitch, and we are working on it. the money you paid from your credit card will be returned to the creditcard and the rest (rep hung up)'
Before the call could be completed he hung up. I haven't received any notifications and there hasn't been any change to the status of the refund, so I'm not really sure what to do now.
I'd really just like to find a way I can contact customer service online so I can include screenshots of the issue I'm having with my account. Can anyone help with that?
