Ebay buyer fraudulent chargebacks wont be covered by Seller Protection. HELP PLZ

On Sep.20 I sold an iPhone 5 on Ebay for aprrox $850 to a seller with a CONFIRMED Paypal address.
Paypal's Seller Protection page( https://www.paypal.com/us/webapps/mpp/security/seller-protection-learn-more ) states that if I ship a tangible good to a paypal address listed on a transaction page with tracking and signature confirmation, i will be covered by the protection). I did exactly that using Paypal's shipping center.
On Oct.16 that buyer filed a chargeback stating that the item he received was not as advertised.
Now the buyer never contacted me, furthermore the buyer purchased 4 more phones from 4 other sellers on ebay and I managed to contact those sellers and they were also issued chargebacks by that same very buyer.
Furthermore, the buyer in question is no longer a registered ebay user ( http://myworld.ebay.com/grant43012 ) and he was most likely booted because of all the complaints.
I supplied all that information in the Paypal Resolution Center (CASE PP-002-034-384-166 ) along with PROOF OF DELIVERY and SIGNATURE CONFIRMATION, as well as names of all other defrauded sellers.
Then on Nov. 5th, Paypal closed my case stating " Because you have not met Seller Protection performance requirements , the transaction will be reversed. "
I recieved an email that Paypal is trying to dispute this with the credit company, but they dont know the outcome and it may take up to 75 days. In the meanwhile my account is in the RED and Paypal Collections want me to cover it.
This either is a perfect candidate for SELLER PROTECTION, or the buyer found a LOOPHOLE in said seller protection that allows him to state that item is not as received and get away with it making SELLER PROTECTION totally worthless.

I wish somebody from Paypal would look over my case though instead of me going the route of filing Police reports.

After furnishing Paypal with all the proof of delivery, proof of buyer defrauding other sellers and related documents, Paypal still has closed the case with outcome being that I owe them $850
"Unfortunately, we do not control the outcome of the chargeback decision
reached by the buyer's issuing bank in a credit card transaction. By
accepting the terms of the PayPal User Agreement, you agreed to accept the
decision of the issuing bank as final and legally binding for this type of
dispute."
Is there anything I can do in this case? I am pretty sure I can get other sellers notarized statements, but Paypal and Ebay advertise so called Seller Protection which is USELESS

First of all, if a successful dispute went through then E-bay and Paypal should have reversed all charges. Like the Sale never happened. Of course you are still stuck with the -$850, but the fees should be reversed.
A fraudster recently tried to rip me off by saying he didn't authorize the transaction. I called the number I found for case resolution and the guy on the phone (Paypal employee) had the money back in my account within 5 minutes. Sounds really similar, but I guess it all had to do with the reasoning?
If you can manage to figure out who this guy is and prove fraud it's not just small claims court. It'd be a felony credit card scam and you'd probably get the guy locked up.

Just a little update guys.
A few weeks ago I decided to write up a blog post about this experience and share it through my social network and other outlets.
I managed to create quite a stir(70,000 unique visitors in 2 days and top of twitter search for "Ebay Paypal" for few days) and got contacted by Paypals executive office and ebay investigation team and they resolved it in my favor.
I cant say that Im willing to sell anything of value on eBay anymore -- its very unlikely that I will get that much attention next time
