Fraud Prevention - Can we prevent number of failed purchase attempts?

Quick question - Is there any way to prevent a transaction from going through *IF* multiple failed attempts happened first?

For example, we are having problems with scammers using stolen credit cards.  They try 10-20 times using different cards before they finally find one that works.

Is there any way to configure something under our Seller Tools to deny a failed transaction from the SAME person after x-amount of tries?

Right now, we already have it set to decline any transaction where the billing doesn't match (AVS Code N and CVV code N).   However, with those restrictions, it still isn't preventing someone from using 50 different attempts with different stolen cards until they find one that works.

So I am looking for a way to configure a number (like 5) of attempts to try and complete a transaction.  If they make 5 attempts unsuccesfully to purchase, then I'd like to deny ANY FUTURE attempt to purchase no matter what card they use.   (Or at least, make them have to wait an hour before trying again with another five attempts).

Do you have any solutions like that?  It's the only way we can help combat this fraudulent attack we have been having DAILY with people who use multiple attempts to use stolen account numbers to make purchases.

In case it helps, I notice that whenever we get these transactions, they all seem to be Transaction Type: SendMoney:

All of these scammer attempts seem to share that same thing.   All of our other legitimate purchases have a different transaction type: cart

I don't know if that is any help, or provides another way to stop these from happening.

My initial question still stands:

  1. Is there anything in our Seller Tools which can allow us to deny any purchase attempt after X-amount of failed attempts (or at least block the user for a period of time before trying again)?   Sort of like some websites do when you fail a login attempt.
  2. If not, is there anyway to prevent the "sendmoney" transaction type but not the "cart" transaction type?
