How to report blackmailer using Paypal?

Embarrassingly, I was almost caught with my pants down on Youtube. But even with my shirt off, the images of my face and activity shown with my real full name is downright embarrassing. Sure it's my own fault, but the uploader is blackmailing me. I've sent request to Youtube to remove the video, but Youtube only gives the uploader 48 hours to voluntarily do so, or else his Youtube account gets blocked. Big hammer, huh? He can simply open another Youtube acct to upload again. And Google search also shows the link. Google cache removal also takes a while. I may have to suffer the embarrassment regardless.
However, the cruel blackmailer wants money sent to his Paypal account:

How can I help the community by reporting and hopefully shutting down this F**ker?
Can't seem to find the proper Paypal abuse form. No previous topic like this? Any help?

Well, honestly it's not a game or toy out here on the net, mon ami. People think it's all cute and fun until someone gets hurt. You may want to contact cyber crimes unit of your local authority about the extortion. This is very serious.
