I opened a dispute a few days ago regarding a DIY 3D printer that was sold to me as new? It was not new, it was an opened, returned item. I did not suspect this was the case until half way through the build. Finding damaged parts, and missing parts, and parts that where wrong. Wercan.com is a large company in China. But as you can see in my put together transcript of emails. They have very poor customer service. (A understatement) So now I just wait 30 days and PayPal will reimburse me the full amount, if they they have no response from seller? This is how it works? Right?
" I received your Geeetech Prusa I3 M201 in the post yesterday 6/12/16. As you will see in the accompanying photos there was quite a bit wrong with my order. The box had big holes in it. Loose parts were falling out the holes. The acrylic parts were wrapped in newspapers from Orlando, Florida, and old CAD drawings with blue painters tape? The protective tape covering the parts was not there, and you can see by my photos it was previously assembled by the scratches, and bolt pattern markings on the parts. The Y motor mount was missing? So I thought, till I found it broken and stuffed into a small bag of parts? The two couplings for the Z motor shaft. One was 5mm X 8MM, the other was 5mm X 5mm??????? I just ordered 2 new ones off Ebay so I can continue to put this together. The control board packing was open, and the control panel was just flopping around in the box. The 2-1 hot end was in a sandwich bag?? (really) The tubing the filament goes down was cut up into pieces, and I don't have enough to reach the hot end now.
None of the part packages had the right parts in them according to the number on the bag. I'm not sure? But this was a returned item? A demo? Whatever the case it's not what I paid for, or expected. I'm half way through the build, and not sure how much else is missing. It looks as though someone went in the back room, and threw a bunch of parts in the box, and called it a 3D printer.
How will this be rectified?? I will be awaiting a response.

But, you know sometimes the parts were damaged when it on the shipping way.
And using the newspaper was keep the parts don't bump each other.
But we can promise you this machine is new. We need test first before we shipped clients.

I'm sure you don't put each printer together before you ship it. You're selling someone else's product. Not yours. If you did that with each product, the cost would be to much. Here is some pictures of the UPS label. You used the same box that it was returned to you in. I peeled back my UPS label to find. A RA number with the name George before it. Do you know what a RA number is? I do. If you would reevaluate this claim and make it right, enough said. But if you continue down this same line of its "new and we tested it?" Can I have the email of someone higher up please. This is not a new printer, it's a printer that was returned to you after some hack got tired of breaking parts in their attempt to assemble it. The proof is in the box and under the shipping label.

Not returned one.
And Sir, if it has some parts are damaged , we could send you new.
Please cancel the dispute on Paypal. Please. We will try best to solve your problems.

If you read the UPS sticker. Tracking no. UPS Ground. It's not international shipping.
Thankfully UPS keeps these records of shipments for some time after delivery. Put the number in at UPS tracking info. And you will see the package
ORIGINATED in Heborn, Kentucky. USA on 5/7/2016. And was delivered to Ontario, California. On 5/13/2016 at 12:23 PM. Hiborn, Kentucky is a long way from China?
And you keep lying to me. Admit that you are wrong, and refund 1/2 of what I paid, and I'll close the dispute with PayPal.
But I bet you will double down and keep lying. You don't even sign your emails. So you can remain faceless.
I will be forwarding this email and reply to PayPal.

And we call to the paypal, them told us, please cancel the dispute first then we can refund.
If you are worried about, you can call to the paypal, they will tell you we have leave message to them, we will refund you $170 after you cancel the dispute.

Nice try, put the money in my account and I will close the dispute. This quote is from a email from PayPal. Regarding this issue.
"Remember that once you close a dispute, it can't be re-opened or escalated to a claim. If the seller agrees to refund your money or ships your item, don't close the dispute until the money is in your PayPal account or you've received the item. "
