Random restrictions to funds availability on paypal after being a 100% eBay seller

A customer recently purchased a pair of shoes from me and paid however paypal is holding funds. I've had no issues with untimely delivery of products. Recently in the past two weeks I've had two disputes that I've successfully handed internally with the customer. Never before has anything like this happened. And now, I have a customer who has paid and I have to wait to receive funds but need to ship the item. This is totally unfair to the seller who always goes above and beyond to meet needs but gets **bleep**. I don't see paypal holding the funds that they get paid as a part of the transactions that occur through their setup. Disputes are common and I unfortunately have only had two due to misunderstandings nevertheless those such were easily resolved. I'm getting unnecessarily penalized for a minuscule issue. Doesn't paypal have bigger issues like fraud to be concerned about rather than restricting a small time seller. I'm very disappointed.
