Seeking refund from JJs House/ JJsHouse.com

Has anyone here successfully obtained a full refund through PayPal from JJs House / JJsHouse.com? This is a Hong Kong based formalwear vendor which does not accept returns or offer refunds (although its website says it does). When you attempt to return an item that is defective, they offer 15% and tell you to go to a dressmaker to repair it. It seems to be their standard operating procedure.
What is interesting is that because it is Hong Kong based, North American customers have absolutely no recourse. They can't even be contacted by phone because the only contact number goes to voicemail.

Yes, there are always hidden shipping charges. I had to complain to PayPal and it was big process. I have returned the item (with PayPal's approval, following an investigation on their part). I sent it surface mail so don't even think it has arrived yet. When it does hope I get my refund. PayPal is supposed to refund me when it gets there.
Your only hope is to go through PayPal. The extra duty is an unpleasant surprise all JJ's House customers face.
