i wanted to buy a steam key from gamekeys for all, there was an error so i asked for a refund. i checked my other paypal account, which i used to buy the key with, and it only had $15 in it rather than the $40 or so which i had payed. is this some sort of safeguard in paypal or have i just got scammed??

Perhaps your 2 PayPal accounts caused a conflict.

Buying virtual goods is high risk without protection.

Perhaps call PayPal and get your 2 accounts fixed--or closed if you violated polcies with 2 accounts.
