Dear,
Recently I have been getting a lot of fraudulant chargebacks were a user would buy a digital good and make a CC chargeback that is INSTANTLY granted. I have no time to reply or add evidence.
The user would do this over and over again for each software and each version. I have no way of blocking them
on the webportal where they buy it (as I do not own it) so I need to find a way to block this user inside paypal.
Contacting paypal support by email never gets a reply, and when I call them they say "we need to further investigate this, create a ticket on our email".
This has been going on for a year now what causes me to have 9x 20$ chargeback fees + currency exchanges from the same user.
Is there a way to blacklist specific emails from buying from you?

You can't block buyers, but you can refund if you don't like the buyer. Refunding would avoid the extra chargeback.
It is also important to understand PayPal seller protection policies. In order to have seller protection you must have online tracking information to show delivery by regular delivery service.
Selling digital items has a much higher risk losing disputes, so you just need to build a slush fund to take care of them.

Having tracking is NO protection. Paypal still do as they please. As the poster stated, Paypal don't even look at the history, they simply flip the switch. I am not a cheerleader for paypal. Never will be, unless they change DRASTICALLY.

I have no chance to do a refund. I get an email "User ... chargebacked"
2 seconds later I get an email "Case closed" and they instantly are refunded + chargeback fee.
I think its a foreign CC and they don't wanna deal with it so instantly grant the chargeback + fee.
Last case had 4 minutes between the emails of case opened and case closed

Did you provide online tracking to show delivery?
Did you contact PayPal to find out the specific reason for the chargeback? If for non-delivery and you follow PayPal rules for tracking, then PayPal would reimburse you for the costs.
It's just a matter of following PayPal policies and understanding general risks with online selling.

1) As mentioned in the OP they are digital goods so no shipping, and yes I have online logs that can link the transaction to an IP using the digital goods
2) How can I provide these logs when the case is closed within a minute after being created? I used "dispute this chargeback" after being closed multiple times (Every time actually) but never gotten a reply from it.
3) As mentioned in the OP, yes I have multiple times. Phone support asks to write all information down in an email, I made 10 mails in the past year so far but none have gotten a reply.

You don't have online tracking to show delivery then you loose; there is no recourse.
If the risk is too great then, don't sell digital goods.
On the other hand, you could mail an envelope with tracking so you have a tracking number for the item to show delivery.

I already know that paypal is bs in terms of seller protection. I get a lot of chargebacks and usually I win with providing the online logs that the claimed the goods. This is just 1 case , 1 person that keeps buying/chargeback'ing.
Me together with 4 other sellers have problems with this 1 user , hence the reason I posted this in security and not another subforum because paypal should have something like this added (to block someone).

You could set up your own ecommerce web site where you would have control of customer actions. With our own site with 1and1.com I can manage a specific customer to allow or not allow orders.
I think the control would to come at that point as PayPal is just a payment processor and manages payments through credit card companies.
If a PayPal member abuses the system, then PayPal could take action, but filing a dspute for non-delivery is not abusing PayPal as there was no confirmed delivery.
Perhaps you could make your digital delivery to have a delay so you can refund for delivery but you would still have the $0.30 non-refundable fee.
It's not likely PayPal would ever modify the system to support a few sellers of digital goods.
