Buyer in China using package or freight forwarding address in New Castle, DE

Has anyone encountered a buyer in China using this address: PPXRWSGI <removed>?  I could not get the buyer to give me the name of the forwarding service, if this is such a service.  I've seen references on eBay to problems with forwarding services in New Castle at different street addresses.  I told the buyer not to pay until I could verify the address, but he paid anyway.  I refunded his money immediately, but was charged by PayPal for doing so.

I'm having the same problem, it seems very sketchy. I read you just refunded his money and you took the paypal fee hit?

I tried asking ebay, but they haven't responded yet. This whole area and the things I'm reading about makes me hesitant to send the package.

ditto with ebay,you must ship to the address he gave you with Ebay or paypal.

if they have a US address and you ship to that address with tracking ,you are protected as a seller for item not received.

nothing will protect you from item not as described.

if your ebay buyer in China file item not as described,eBay wll make you give him a return shipping label from USA to your address which he cannot use since he is in China.

he would also lose his buyer protection for item not received when shipment is rerouted from his Ebay shipping address to another address.

Paypal should refund its fee as well,may be 30 cents for transaction fee as it is credit entry processed thru the credit card network,check your transaction details.

many overseas buyers use forwarding service,you need  to ship to an address on Paypal payment notice,first the item  must be eligible for protection,second uou must ship to the address in that email.
