Does Buyer Protection cover change of mind to return an item ?

I bought a Hgv Sat Nav from a chap who sells them on his own website on the 8th of May, it was delivered and unopened/unused to me having a slight Heart Attack which has left me not being able to drive for the near future and Im thinking of giving up driving altogether so this sat nav is no longer needed.

  This chap also posts on a few HGV groups on facebook which im a memeber of so on the 11th of this month i contacted the chap via Facebook messanger to ask if i could return it which although the message was read it was ignore , he then posted on these hgv groups a selling post which again i asked if i could return it and again was ignored so i asked each day for the following week and he finally replied saying that its over 2 weeks and i couldnt return it, so , my question is, could i open a case to retrieve my money or should i just sell it on ebay at a loss ?

 It still unopened in its original packaging and i thought he'd be able to sell it better than i ...

PayPal offers 2 types of buyer protection:  Not delivered and and not significantly as described.  Neither reason applicies to buyer's remorse.

Any return for buyer's remorse would be at seller discretion and buyer would be reponsible to pay for return shipping to get a refund on the item price only.  Individual sellers may not work with buyers for this.   You could make an offer to seller that you would return for a refund of the item price only; the seller may accept.

Yes i thought as much, the seller isnt interested in any refund so its just my bad luck.
