Does Initiating a Dispute "Freeze" the Sellers Account?

So even though the seller and I are communicating via the "resolution center" he is still able to accept payments from other buyers? He communicated to me in a seperate email that he was "frozen" ...... Hmmmmm.

In most cases,Paypal just put a hold on that amount ,it is still in his account,he just have no access to it.

But if he has more disputes or squabbles ,Paypal can restrict his account,restriction can be no money out but payment can come in,or both way,no money in and no money out .

I will cite an example,someone  sells iphone 7 he does not have,payments come in and so do disputes,so Paypal would not allow him to accept more payments since he has no merchandise.this is a two way restriction,why let him accept more payments when he has no iphone to ship.

In this instance the seller is a skilled craftsman and builds things to a customer's specification.  I apparently gave him something he is not skilled at and it is approaching the 6 month mark.  I would certainly like for him to continue doing business on things he can do.

well,other customers could have file dispute as well or he has  a history of customers filing disputes.

He may want to find another way to accept payments.

you know Paypal and credit card issuer give you 180 days to file dispute/chargeback and there is no protection from Paypal for customs goods.
