Etsy, Ebay and Paypal Policies on Lost Shipments

What I am learning is that on Etsy, as long as you show proof of shipment, you don't have to reimburse customer. I am confused about Ebay - looks like you do have to reimburse customer. Does anyone know Paypal's policy on this?

ETSY intl shipments-seller only need to prove he has shipped the item and he will qualify for seller protection,.
This is for intl shipment,domestic shipment must show 'delivered;
Ebay-both intl and domestic must be shipped and delivered,if $750 or more in payment,signed for.
Paypal follows Ebay policy.
