Hello, I have a customer who disputed a payment of 700. Paypal ruled in my favor. My customer then went ahead and filed with his credit card company and claimed it was an unauthorized charge. He is completely committing fraud and my account has a negative balance bc money us being held. Im really getting no where with PayPal and this is complete fraud. How do I pursue this case? Can i file a police report?

If a buyer does a chargeback via their card issuer then the card issuer makes any decisions and not Paypal.
If they find in favour of their client then you should not lose out if you met all the requirements of paypal seller protection.

Kudos / Solution appreciated.
