How to see if an eBay buyer's address is confirmed

This question can't be more basic, but I can't seem to find an answer to it anywhere on either the eBay or Paypal sites. I am an eBay seller. I want to know if a buyer has a confirmed address. Can I assume that when I see "Seller protection Eligible" in a buyer's transaction record, it means that the buyer has a confirmed address? It may sound like a dumb question, but nowhere can I find instructions that say that to see if a person has a confirmed address, you should look for "Seller protection Eligible" in the transaction record. (In fact, I can't find any instructions at all.) Thanks.
