Payment protection and medication

There is a medication that helps produce breast milk. People regularly buy and sell through PayPal. The medication is not legal in the u.s and is ordered from in-house pharmacy.com under the code name razors. It takes a long time to come ordered this way, so mom's who need it buy from other moms. If this medication is sold and the buyer claims that only 634 were sent instead of 965 which seller knows, is this a claim that will be resolved in favor of buyer?

There is a lot to consider here.  Is the activity legal?  Does PayPal permit buying and selling of this product?

Is the product sold as pills or some other unit?

If you didn't get what was described, then you file a dispute for not as described.  You will need to present your evedence and seller will present evidence.  PayPal will look at the submissions and determine which party to believe.

If this product is not really permitted by PayPal, it might cause an investigation into the practice and take action against both buyer and seller.
