Possible Aliexpress Scam? Seller sent to the wrong address

Hi, I'm from Italy and I recently started buying wholesale products from Aliexpress. In particular I've been buying large quantities of this product from a chinese seller. Some weeks ago I Inquired the seller, who I was beginning to trust, about a slightly different version of his product, just a few changes to be made. The seller doesn't seem very interested and answers vaguely without giving me any details about the orders. Since I was still unsure about this transaction I waited until 2 days ago, when he gave me a paypal account without even confirming the price he offered weeks before. I make the payment since I have Paypal protection program on my side. I ask him the tracking number and he provides it. Everything seems normal, except that the package is being delivered to another address, still in Italy but yet to a another city.  I ask him if he sent me the wrong tracking number but he checks and says:

"So sorry we sent your package to another client, I'll contact DHL to change the address if they can".

I tell him not to worry and solve the problem as soon as possible. And two days later that's the last I heard from him even if I see him online sometimes and still doesn't answer. I proposed him, if he really sent to the wrong address, to give me email, phone number or name of this client that he says to have him send the package back to me. But still doesn't answer. My impression is that the seller didn't sent the products in the first place because he couldn't make the changes I proposed but still got me to pay to plan some scam giving me another client's tracking number.

After all I'm still buying the original product from him and he has at least one tracking number to provide.

In short:

  • Suspicious behaviour of the seller
  • Paid products with paypal
  • Seller sent to wrong address (?)
  • Doesn't answer to my messages anymore

My fear is that if I file a dispute, he would provide a tracking number of other packages that I bought on aliexpress AFTER the payment .  In case he does, can I still convert to "Significantly Not as Described" since we're talking about a difference of 50pcs in quantity and even higher difference in quality?
