Resolution not in my favor but tracking provided is NOT correct.

I escalated a problem with an item purchased January 19th.  I contacted the seller 2x and both times was told I would get a tracking number.  I did not.  So today I escalated.  In less than 10 hours, Paypal ruled in the sellers favor because tracking information was provided.  However, the tracking info provided was for someone else, not me.  When you look up the DHL tracking, it shows delivered to somewhere in Seattle.  I live in Wisconsin.  Please help.
