USPS tracking stuck on "pre-shipment

Hi Sent $470 to a seller on oct 7. Got a tracking # oct 16 and status has been stuck on "pre-shipment. Seller told me package was dropped off at post office. He double checked tracking # and confirmed. I escalated this through paypal for non-receipt. Will I win case?

he should call USPS 1-800 NUMBER and find out what happens,they have more information
