So I ordered something from this website on november 27th (destodubb.bigcartel.com) and I havent recieved the items. I've made contact with the guy several times, but he just keeps saying "I got you tomorrow" and nothing ever happens. I cant file a dispute because the transaction isnt on my recent activity because i checked out as a guest. I even called paypal, and they said they would call me back but never got a phone call back. Im needing to know how I can dispute this payment because I want a refund of my 70$. It has been more than enough time for this dude to send me my items.
