As a buyer or a merchant using the traditional account setup, for security purposes, this setting cannot be toggled. For the safety of all members, all credit cards that are used through PayPal require the entry of a security code and expiration.
If you are interested in accepting payments without verifying the CVV/CVV2/CSC codes and feel confident you can mitigate the associated processing risks, this may be possible with our other payment gateway solutions, such as Virtual Terminal. If you are subscribed to one of these products, you'll want to reach out to the appropriate support group that would have been included in your welcome packet.
