How would a person in Peru access his paypal cash?

My daughter is living in Peru. A friend of hers is a tour guide. Many tourists from the US and Europe want to use Paypal to pay their deposits on tours. He can establish a paypal account, but cannot remove the cash unless he has a US Bank accout, which he cannot open. What can be done to access this cash? Hopefully without very high fees for currency conversion.

Hello there!
From looking at www.paypal.com/worldwide, Peruvian account holdres can currently receive funds and they have the ability to withdraw those funds to a US bank account. Many US banks allow non-citizens to open accounts, so your friend might do some searching online and inquiring with the various financial institutions to find one that fits their needs.
As far as currency conversion, funds withdrawn to a US bank account would have to be sent in USD. Your friend could choose to accept USD payments, thus cutting out currency conversion at least once.
