Adding Maestro card

Hello.
I am having troubles adding a Maestro card.
I have created an Paypal account for my father while i was still in the USA. Now , i am back in my country , and i am trying to add his MAESTRO debit card ( from a bulgarian bank ) to his PayPal , but there is no option for MAESTRO cards , and the MasterCard option doesn't accept the card. I have also tried adding my mothers VISA ELECTRON to his account , under the VISA option , but it still didn't worked. I have searched the forums , but i didn't found anything helpful , aside maybe for the country where the account was created and the debit/credits card country of origin. Is there any way to change the country of origin for a PayPal account - the address for my father account is the one in Bulgaria , but when i went to the Add a bank account xxxxxxxxx , it says ADD A BANK ACCOUNT IN THE UNITED STATES.

Unfortunately you cannot change the country of origin.  You also cannot add someone elses bank account or credti card to another account, all bank accounts and credit card names must be the same as the owner of the account.  As not all countries have the same PayPal featues, if the account you are working with does not allow you to link and confirm a  MAESTRO card, then it's not possible to use that specific card.

Its just a bit after i changed my own current address. But my fathers address originaly is the same as mine , but it doesn't seem that i am able to change it somehow to Bulgaria as country...
And i also would like to know , if PayPal supports VISA ELECTRONIC.
