Adding a bankaccount from Slovenia

Hi,
I'm trying to help a friend of mine setup his paypal account by adding a bank account so he can pay stuff online.
When we try to Add a Bank Account onto his PayPal account, suddenly the country name changes to United States and they ask him to provide the information of his Bank Account as if he was from United States. Of course everyone knows that the Banking in Europe isnt the same as in North America so its hard for us to know which numbers to match with what.

Has he opened a US paypal account or one in his own country.
And if so what country is he actually in.
Are you in the same country as he is?

He has opened everything in his country (Slovenia).
He is currently living in Slovenia. All settings in his profile are set to Slovenia.
I do not live in Slovenia but I'm helping him with words.

OK then in Slovenia you can't withdraw to a bank account. You can only withdraw to a credit or debit card.
The reason the US bank account option is on his paypal account is because as paypal is a US company they allow US residents to add their bank accounts to any other countries paypal account if they are staying in that country for whatever reason.
The US bank account option is not for residents of those countries if they are not US citizens.
Click on the link below and select the country you want from the drop down list for options available in that country.
