Hey guys i have Slovenian Paypal, card is VISA accepts withdrawals, confirmed and marked as primary card, whenever i try to withdraw from my business account it says

It has been doin that for two weeks now, what seems to be the problem since the card works pretty much well and i contacted the bank already they told me it must be some error on Paypal's side
