I am trying to send money to a friend in the USA and everytime I get the message "recipient does not accept payment from countries outside USA".
I phoned paypal Germany and they told me this is a setting that the user in USA must make (apparently in Germany we don't have this option)
My friend in the USA then phoned PayPal in USA and they told him that he can receive payments from all countries worldwide other than countries with which Paypal does not work.
And both of us don't find any settings regarding this.
Does someone know where the problem is and/or where we can correct it to make the payment work?
