Hello i created my first paypal account and after creating and confirming on email i got perma limited i sent a ticket to paypal and got response to complete all the steps in resolution centre but there is no steps and it says that this

You have more than one account with a negative balance; or
You are in violation of the User Agreement, the Commercial Entity Agreement, the Acceptable Use Policy, or another agreement you have with PayPal.
This is my first ever paypal account i never had account i know my sons use it and sometimes have problems with paypal is there anyway to create paypal account? Can i make another one or will it happen the same? Paypal ticket told me if there is any other problems call the but i cant speak.
If someone has a paypal account that has had restrictions or limitations under the same IP address then they may well think that the same person is trying to open another account.
You need to contact customer services and ask them.
