How long before I can use a new visa debit card?

Hi there. I would really appreciate it a lot if someone could advise me on how long I should wait before I can use the new debit visa card that I added into my account? 

Initially, I was using another card for several years that I have been a member of PayPal. I had no problems using that one. 

However, I decided to add another card (Visa Debit Card) as a form of payment. I just added it today (Saturday here) and I have heard conflicting answers regarding my query. Some said that I could use it right away, while others said I have to wait a few days. Still, others said I have to wait until I get a code from my bank statement / online banking etc? 

So I'm a little confused about this. I wanted to purchase something as soon as possible so I was hoping somebody here would be able to help me out.

You have to verify the card first.  See this FAQ:

I followed the link you shared. Unfortunately, I don't have the option to "confirm" the card. It only shows the 2 cards that I have on my file (1. The older one where I had no problems in the past 2. the newer one I added today). It does not have the option to confirm or verify any of these two. The only tab I can click on is the word "update" which will again allow me to add another card (which I don't need to do). 

Does that mean I can use this new card right away? I have heard that some people who added cards really did not go through having to confirm anything? Specially since it's a second card that they added and that they have been long time users of PayPal ... So I'm a little confused.
