There are new rules that demand upload of Zairyu or Alien Registration cards for foreign PayPal users residing in Japan. I uploaded 3 times without getting reply from PayPal. Next I phoned the help line which gets connected to Shanghai staffed with Japanese speaking Chinese operators. No-one could locate my uploads of documents. Eventually I fond out that both front side and rear side of card must be uploaded. Next I got a mail saying the name of my PayPal account must be changed to match exactly the order and names (including middle name) listed on my Japanese Zairyu or Alien Registration card, and also that my address on PayPal has to be changed to Japanese written exactly like the card. Changes to one's name on PayPal cannot be done easily via PayPal interface, and it is recommended to speak to operator (have not tried this yet, but expect difficulties). In the end the problem may be that the name of my PayPal account when fit to the Japanese Zairyu/Alien card will be different from the one of my credit card (different order and with/without middle name), so this whole thing is causing multiple problems (possibly requiring changes to credit card registrations, which again could lead to the need to change various registrations elsewhere regarding uses of the card). It really is a mess simply to satisfy the requirement of Japanese authorities that name of PayPal account must look identical to the name on Zairyu or Alien registration card. PayPal is not making this easy, and so far communication with PayPal has been troublesome. Have other foreign PayPal users living in Japan experienced problems like I have?
