Open a US Paypal Account from a different country

Hello,

I need to open a US account because my credit card is from there, and also because in Perú can´t withdrawal the money from Paypal.
So my question is: Can I open a US Paypal account from Perú (just changing the country in the menu)? or do I need to be fisically in the sates to open it?.

You can only open an account in the country you live in.
