Paypal System no longer allow me to upload my documents

My account is limited. I uploaded documents. Paypal system recognize that I have uploaded the document.
See. I can't upload documents anymore. It's been more than 3 days. It's been a month. My account is still limited because I am supposed to upload some documents. May be I uploaded wrong documents. Okay. Let me check and upload again.
However, I keep having a message saying I need to upload some **bleep** documents.
I explain that I can no longer upload documents because I have done that. My email bounce saying that paypal doesn't accept email. I reply within the message center. That too doesn't work.

Click on the words "Contact" at the bottom of your paypal account summary page and use the phone option (if there is one in the country you are in) > click on the "call us" option on the left (fees "may" apply so check the cost with your phone tariff first, as you sometimes have to wait a while to connect).
When you get through don't select any options just hang on till you get transfered to an agent or say the word "agent".

have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their facebook or twitter pages.

once your case is escalated to get PAYPAL to review,you cannot alter or add anything to the case.

You can if paypal ask you for some which it appears that they did.
Unfortunately they limited the account after he uploaded them so he thinks they may have been the wrong ones so uploading more may help.

It turns out the problem is different than what I think.
After I uploaded one document both checkmark are marked. So I can never upload the second document.

To upload documents please follow the link: www.paypal.com/uploadstatement
If you have any difficulties with uploading documents via link you can also use the name change option:
Log in to your account.
Click Profile near the top of the page.
In the 'Name' section, click Change.
Select the legal name change and click Continue.
Follow the on-screen instructions to upload and send files.
Once you upload documents, let the Customer Support know via phone or Social Media.

I had the same issue. PayPal wouldn't accept my official document because it didn't show the FULL date (it only showed the month and year), so I had to find another. But it wouldn't let me upload new documents.
After emailing them and receiving several unhelpful stock replies they told me to use the name change option. But the instructions were all wrong, and the name change option doesn't even allow you to upload files anymore.
Sp in the end I just called them and got put through to someone very helpful, who finally sorted it all out. So my advice is to just call them and not put up with the email team.
