Resoltion Centre said in red that 0 action needed. Clicked on and it asked to download archived but nothing there to take action. Can't sell on eBay as wont allow me to unless resolved. I did change password earlier-is that related?
Contact PayPal customer service. Only they can help you with specific account issues, this is only user forum.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
