So, I fill out the form but paypal automagically decides that I am not where I tell it I am, so it stamps out my country and dumps me in Cyprus.I wish traveling the world was as easy as magically stamping myself around like Paypal does.... 

So here's the thing..... There is no option. Fill out the form once, I put Puerto Rico. Submit the form the one only time you're allowed to do so, and paypal switches Puerto Rico to Cyprus. Now it asks for an IBAN which is stupid I don't need that - never had.... but of course! I am in cyprus! I need an IBAN number to add an account... but nope! I am not in cyprus! I AM NOT. Fix your **bleep** paypal. This is frustrating. I have created the account TWICE, every time it dumps me in cyprus and I am not going to close this and start over.... nope! I'm going for another service or whatever.... paypal is not the only one doing this thing.... there are options..... hopefully....

Thats because paypal is not available in your country  >>

Click on the link below and select the country you want from the drop down list for options available in that country.

right... except that.... our country is the same country as Hawaii's.... Puerto Rico is a colony of the USA, our country for these purposes is USA. We are not independent, so we shouldn't show as a country.... it's just that there is a legal limbo and some businesses take advantage of that to avoid offering services to puerto rico residents as though they were a state of the union or whatever.... but yeah, I have a personal account created, bank added, usa as a country and puerto rico as the state/city/province, and no porblems there.... make an account for a relative and it's off to Cyprus now.... way to go paypal....

Your question was about Cyprus, that's not even close to U. S.; by the way Hawaii is a U. S. state; that's different than Puirto Rico which is a territory.
