Billing and shipping addresses are different

I apologize if I've missed the answer to my question. I've looked but can't find exactly the answer I'm trying to find.

My issue is that my billing address is not the same as my shipping address. However, PayPal insists that I can only have one primary address and I keep accidentally sending things to the wrong location. I can pick items up from my billing address, but it is a nuisance. And I know that I can select a different address before I confirm my order, but at times I forget. 

TL;DR Is there any way to set a primary shipping address that is different than my billing address?

It's been through typical, well-known online retailers. But I'm wanting to change my primary shipping address on the PayPal website?

PayPal has an option to add a separate shipping address when you have a business account.

You can add a second address to your profile; I don't if it has a separate designation.
