Can't register my bank account (HSBC) - "Your Bank Account is now blocked"

Hi. I'm struggling to register my bank account (HSBC Hong Kong) to my PayPal account (Hong Kong) last 15 months. When I fill details of my bank account then click enter, this message below appears.
"Your Bank Account is now blocked. Please fill in the form below to contact our Customer Service department for help unblocking and setting up bank funding."
Then I filled in the form that the message above says, but nothing happens. I wrote emails to PayPal Hong Kong team and submitted help requests to them again and again. But the only reply I receive were FAQ list sent by PayPal system automatically. I know so many users are struggling with this 'bank account reg' issue for years, without decent support by PayPal.
I, funny thing is, worked for PayPal for years in the past but never heard of this issue internally. Wishing PayPal take decent action to support helpless users suffering from this critical & fatal disaster.

I received this message below from PayPal Customer Support, but this is just 'standard instruction'. Appreciate if you provide me a solution for my 'non-standard' issue. I guess the solution is 'resetting my bank account' with PayPal internal 'Admin Tools'. Thanks in advance.

The answer to your query is 'Never'. This bank account has never been registered for other PayPal accounts.

An able Customer Support staff kindly called me and I have successfully added/linked my bank account (HSBC) to my PayPal account finally. This below is what I got in the end of successful linking, FYI.

Hi godwina,
You'd better make a phone call to PayPal Customer Support. I also submitted messages with online query form but got no response but automated meaningless replies, so I finally made an international phone call to support. Then a supportive lady in Malaysia called me back.
I guess, as an ex-PayPal employee, this problem has not been shared enough even in PayPal team, so they take care of it only when they get proactive support request. The cause of this seems to be a gap between their backend system and frontend system. Their backend system refuses adding a bank account when their backend system stores it although it is not visible to users with frontend UI. Guessing they remove bank account data in their backend manually once, then users can add one.
