It appears that Turkey is no longer part of the PayPal Network - basically, you can't send any funds there. Existing PayPal customers will still be able to log in to their PayPal accounts and withdraw any balance on their accounts to a Turkish bank account, however, they cannot send or receive any future transactions. The Turkish Banking Regulation and Supervision Agency had refused to license PayPal because the Turkish Banking Regulation and Supervision Agency wants the payment services' IT systems to be located in Turkey.
