express transfer using a debit card,you have to link a debit card and that card has to be in its network

No  matter what I do, instant transfer is not available. I even r put all my debit info in again? It,s been working fine until today. Any solutions? Thanks

I've been trying since last night to do a instant transfer.I called PayPal they said its some kind of **bleep** up in there system and they don't k ow when it will be fixed.This sucks!!! I hope it works soon!! I can't find a option anywhere to do instant transfer!!!
